EVALUATION ENTRY SYSTEM (EES)

 GETTING STARTED


  1.  Review this guide and Attachment 1 New NCOER Working Grid for a broad understanding of the changes and responsibilities.
  2.  Printout DA FM 2166-9-1A NCOER Support Form to use as a guide.  The same Support form is used for all ranks.
  3.  Review the training modules available in EES for NCOERS by logging into https://evaluations.hrc.army.mil/index.html

  1.  Check I agree and click “accept terms”
    Training available includes both PowerPoints and videos for rated NCOs, Raters, Senior Raters and Supplementary Reviewers.

  1.  Gather information to include your rating scheme, job description, additional duty   appointment orders.  Attachment 2 is the DoD ID numbers required to complete the process.  Additionally, Attachment 2 has the .mil@mail.mil addresses which are required. 
  2.  Once you have collected all the information and completed the training modules,  select “Create NCOER Support Form” tab.
     
  3.  Enter DOD ID # (back of CAC card or as identified on Attachment 2) OR enter the SSN after clicking the SSN box.
    The profile screen will appear.  Fill in or Import your data from your CAC.  NOTE:  Ensure the email address is .mil@mail.mil not AKO.

  4.  Enter the Rater, Sr Rater and Supplemental Reviewer information (Note supplementary reviewers are required only if the Senior Rater is a 2LT-1LT, WO1-WO2, SSG-MSG)

  1. For each Enter DOD ID # (back of CAC card) or as annotated on Attachment 2.  Or enter the SSN and click the SSN box.
  2. The profile screen will appear.  Fill in or “Import data.”
  3. Ensure the email address for each is the .mil@mail.mil address

At the UNIT level the Company Commander should be the Supplementary Reviewer. If the Company Commander is not an O3, the Unit Commander will work with the Battalion S1 Officer to identify who will perform the Supplementary Reviewer Role.   Again, the Supplementary Reviewer should be identified at the beginning of the rating period.

  1.  Click “SAVE”
  2.  Click “NEXT”
  3.  Review the input data and ensure it is correct.  If not, go back and correct.

  4.  Click “Next”
  5.  Rated Soldier enters Date of Rank and answers questions regarding Promotable Information, Next Higher Grade, Frocked Information, Rank Reduction.

  6.  Rated NCO fills in information not already auto-filled and/or incorrect to include   State, UIC, Status Code.  Ensure email address is .mil@mail.mil and not AKO.
  7.  Rated NCO selects the appropriate bubble indicating whether or not the SSD NCOES level requirements have been met.  Additionally the rated NCO selects the NCOES and SSD Levels COMPLETED.

  10.  Rated NCO adds Position Title, Job Description (in the correct format), Special Emphasis and Appointed Duties.  If the rated Soldier does not have/list Special Emphasis/Appointed Duties a message will be received indicating “the rated Soldiers appointed duties is invalid.”  If there are no items to list, the rated NCO selects “Next[Ignore Errors]”

  1. Duty Descriptions - Enter the most important routine duties and responsibilities in a series of phrases, starting with action words, separated by semicolons, and ending in a period. Use the present tense to identify what the rated NCO is supposed to do in his or her duty position. Unless changes occurred during the rating period, the duty description on the NCOER should be the same as the one on the DA Form 2166–9–1A.  Scope should include the number of people supervised, equipment, facilities, dollars involved, and any other routine duties and responsibilities critical to mission accomplishment. 
  2. Areas of Special Emphasis - Enter areas of special emphasis and/or appointed duties as a list of tasks and/or duties, separated by semicolons, and ending with a period. This portion is most likely to change during the rating period. It should include the most important items that applied at any time during the rating period.
  3. Appointed Duties - Enter duties appointed to the NCO not normally included in the duty description.

  1.  Remember to select “save” often to ensure this data is not lost.
  2.  The rated NCO continues through the process and fills all appropriate boxes on  the support form.  Additionally, the rated NCO should continously update the support form throughout the rating period to support counseling sessions and modify if specifics are identified during counseling sessions.

  1.  Rated NCO should add Performance Goals and Expectations based on rater’s expecations and personal goals.
    To edit an NCOER Support Form click on “Edit NCOER Support Form.”
    Select the support form to be edited.
    The next screen allows the user to edit the Support Form, Create NCOER, Manage Enclosures and Print a draft.
    If the user selects “edit”, the user can proceed and add information to the support form.
    Portions of the support form are designate to be “rated NCO” or “rater.”  The rated NCO and the rater should work together to ensure the rated NCO’s performance is accurately depicted in the NCOER. 
    ADDING DELEGATES
    Delegation allows the Raters, Senior Raters and Supplementary Reviewers (if required) to grant delegates the authority to provide oversight and to assist in the processing of evaluations in their organization. Creating delegates will allow up to two delegates to see/manage the Senior Rater's Profile or the Rater's Profile (The delegates must be authorized access to each profile individually).
    Click Manage Delegates to add your delegates for each role.
    Raters, Sr Raters and Supplementary Reviewers should designate RDNCO, First Sergeant, BN CSM, BN S1 and NCOs permissions.  Use the drop down to change the role or select all roles in which the delegate is being designated. 
    1)  Manage Delegates
    If the individual serves in all multiple roles in the organization, i.e. rater and senior rater, the individual can identify delegates for multiple roles.
    The Raters, Senior Raters, and Supplementary Reviewers will select the following delegates’ roles:
    1)  Readiness NCO – Manage Delegates, Edit NCOER
    2)  Unit First Sergeant - Enlisted Advisor
    3)  Battalion CSM - Enlisted Advisor
    4)  Battalion S1 Officer – Manage Delegates, Edit NCOER, Review Profile, Submit Evaluations.
    5)  BN NCOs - Edit NCOER, Submit Evaluations.
    Oval Callout: Must identify the delegates roles for each such as Rater, 
Senior Rater, and Supplementary Reviewer.
